

He has a broad range of experience covering electricity market evaluation, economic and financial analysis, commodity market simulation modeling, contract evaluation, forecasting and pricing models, and utility resource planning. Octavien serves as Resource Planner for Clean Power Alliance, supporting various functions within the Procurement team. He is a fellow from Centre for Sustainability Leadership – Australia and holds a Bachelor of Commerce from Jomo Kenyatta University of Agriculture and Technology in Kenya. Before that, he worked as a Customer Experience Officer for KCB Bank Group, where he assisted local government entities implementation of check truncation payment system. During this time, he computed transitional and sustainment financial analysis for State Department sites in Baghdad Embassy Compound, Basra Consulate General and Baghdad Diplomatic Support Centre, alongside several Forward Operating Bases (FOBs) in Afghanistan and the Middle East. Prior to joining Clean Power Alliance, Alex served for three years with the Department of State Mission in Iraq and Afghanistan under task order Operational Maintenance Support Services (OMSS), Baghdad Life Support Services (BLiSS), and Chief of Mission Authority – IDIQ. He holds bachelors degrees in Economics and Philosophy from UC Davis and a Masters in Business Administration from the University of Hawaii.Īlex serves as Financial Analyst for Clean Power Alliance, providing support to the finance team’s implementation of financial processes and controls. At CPA, he leads the annual rate setting process, analyzing CPA’s cost of service and managing rate design and implementation to ensure that CPA continually meets its goal of making clean energy competitive and accessible for our customers. At Great River Energy, Michael developed wholesale rates, led rate design initiatives, and developed special program rates related to demand-side management, business development, distributed generation, and electric vehicles, including an innovative EV fast charging rate to encourage the rapid development of charging infrastructure. At Hawaiian Electric, he held roles in strategic planning and customer solutions, focusing on electric vehicle rates and program development. Michael has held a wide range of roles in the energy industry, with experience in public utilities, renewable energy development, government and consulting.
